I am not sure what would be the best term in English for extinção in the following context...I don't think extinction would be appropriate..

@ Seth I've never heard the term "foundation" associated with the IBGE. I would leave it out. As you can see, it's not even part of the acronym.

One question... use of "Fundacao" I'm translating a Brazilian insurance policy mentioning both those INPC and IBGE, but this text it uses "Fundacao" in between those two:
"Índice Nacional de Preços ao Consumidor Amplo / Fundacao Instituto Brasileiro de Geografia e Estatística - IPCA / IBGE ..."

Not sure if it would be correct to use "Brazilian Institute of Geography and Statistics Foundation"... any thoughts?

The IPCA/IBGE is one of the many inflation indexes calculated by entities in Brazil. Normally when a contract specifies the use of one of these indexes for adustment of values, it specifies what will happen if that particular index ceases to exist, as has often happened in the past when new indexes are created.

INPC = Índice Nacional de Preços ao Consumidor Amplo = Broad National Consumer Price Index. This index is widely used as a general inflation index.

IBGE = Instituto Brasileiro de Geografia e Estatística = Brazilian Institute of Geography and Statistics (a federal government agency)
