under which each individual country states "yes" or "no", except for Ecuador that "answers": Sí, comunidades, pueblos y nacionalidades.
So, I understand that that revenue can be distributed to "comunidades" and "pueblos", but "nacionalidades"? Taking into account that, in this case, it only corresponds to Ecuador. Do they mean "nationals"? Problem with this is I get the feeling it refers to a group rather than individuals.

Perhaps you could use "towns" for "pueblo", and this meaning for "nacionalidades", as in the different (indigenous) "peoples" of Ecuador...
