The warehouse has a special name and there I'm sure. The Swedish speaks of a person but I suspect that in English, we would talk more of rules for bonded warehouses that obviously impinge on the the owner.

It's not an importer. The relevant section of the act in question reads:
"9 § Som upplagshavare får godkännas den som i yrkesmässig verksamhet i Sverige avser att
1. tillverka, bearbeta eller i större omfattning lagra skattepliktiga varor,
2. för yrkesmässig försäljning till näringsidkare ta emot skattepliktiga varor som flyttats enligt uppskovsförfarande,
3. för försäljning till näringsidkare inom EU importera skattepliktiga varor från tredje land, eller
4. bedriva verksamhet i exportbutik enligt lagen (1999:445) om exportbutiker."
I think your idea of "warehouse keeper" is good. See examples at the second link.

Hi Charles! the trouble I had with 'warehouse keeper' is that I couldn't find it in the UK or EU context for EMCS, to which the Skatteverket link also refers with the same definition of this businessperson (the upplagshavare).
