This is from a website, more specifically the selection detailing the legal information concerning a public information licence. I cant make sense of the sentence and think there may be a mistake in there somewhere. At the very least, it's a bit wordy! I have:
"It applies to all categories of public information databases, including when the administration’s intellectual property rights are associated with them."
Is this correct or am I missing something?

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Discussion
This suggestion for the last part might not find favour however it avoids finishing with "them" and is easier on the ear than "associated therewith". Rights are said to "attach" thingymajigs.
