Explanation:
In this context, I think it means a one-time payment covering all rights for a certain type of use. Another ProZ answer gives "lump-sum contract" but I believe the payment under the contract is meant here.

neutral  Bryan Crumpler: Sounds a bit more like insurance (e.g. comprehensive coverage) rather than music. I'd opt for "blanket licens(e/ing)", but talks regarding a market for blanket licenses that would cover synchronization rights as well are still a bit fresh.
