I know that numeraires is cash here, but not sure how it fits with the participation (investment?) Not managed to find much on this so help much appreciated thanks, for a mining agreement

: not in this ST; how would you combine that with "numéraires"? the State's share in the cash held by the company? Not exactly: the State gets it's "share in" the whole company (by contributing cash).

here "participation en ..." specifies in which form is made the contribution to the capital of the company.
"participation en numéraires" is saying that the 'participation in' / 'contribution to' the capital of the company is made in cash (as opposed to participating to the capital of the company by contributing: shares from others companies, bonds, intellectual property rights, real estate, or anything else of value ...)
