This is from a paper about employment policy in Argentina.

I am not sure whether "emergencia" is used in the sense of emergency or emergence (meaning new employment sectors).

emergency employment measures
It's nothing to do with health and safety. It literally means "employment emergency", but I think "emergency employment measures" sounds more English.
"El Gobierno provisional de Eduardo Duhalde ha decretado esta madrugada la "emergencia ocupacional" en Argentina y ha dispuesto la aplicación inmediata de los planes sociales en todo el país. : I think Ian does have a point, since "emergency employment measures" sounds like job creation, and that duplicates "programas de empleo". The solution, I think, is to say "emergency UNemployment measures", which is what it actually means. See discussion.

Discussion
"Emergency employment measures", to me at least, implies job creation. But "programas de emergencia ocupacional" refers to the Jefes de Hogar programme, and probably other similar initiatives, which were measures to address and mitigate the effects of unemployment: benefit programmes. So I think it needs to be translated as "emergency unemployment measures". "Unemployment crisis measures" would probably do as well.
I was thinking of posting this as an answer, but it is very similar to yours, albeit with a crucial difference (crucial in my opinion, that is). I certainly agree with your interpretation.
