Je n'ai malheureusement aucun contexte pour ce terme...

J'ai trouvé "bassin à flot", mais il semble que ce soit utilisé uniquement dans le cas d'un bassin récupérant les eaux des marées. Je cherche quelque chose de plus général.

Peut-être "bassin de rétention" ?

Ici, il est crucial de traduire "wet", qui indique que le bassin est toujours en eau, à la différence d'un "dry basin" qui, lui, ne se remplit que lorsqu'il y a une crue ou un orage, et reste sec le reste du temps.
Donc "wet" -> 'permanent'.
