According to ArcGIS 10.1 Help (How Fill Works), the Fill tool is intended to correct artificial “sinks” in topographic maps caused by “errors due to the resolution of the data or rounding of elevations to the nearest integer value.”

As Figure 10 indicates, XXXS’s use of the Fill tool dissolved the islands of yellow – areas below XXXS’s regulatory criterion – into the large red zone, an area supposedly above XXXS’s regulatory criterion. XXXS does not provide any evidence suggesting that lower measured and interpolated concentrations should be viewed as erroneous sinks.

The example uses "sink" in two different ways. The tool corrects depresiones but what is regulated is sumeridos (quite likely in living tissue).

The software that builds the map creates data artefacts.
