Development of Basic Skills Explanation: I prefer skills in the context of schoolchildren, especially "linguistic communication skills", and perhaps "competency" for their teachers. Also, "proficiency" and "literacy" could work in some instances, e.g. "digital literacy" for "competencia digital".
