Les pneus usés seront mis en décharge contrôlée pour éviter toute réutilisation par la population. Ils seront soit recyclés soit incinérés par des organismes définis. Pour éviter leur dispersion, le personnel concerné sera sensibilisé pour ramasser les pneus usés.

I think the site itself is not as important as the fact that these tyres (US tires) are to be either recycled or incinerated (which would most likely involve two separate sites...a recycling facility and an incinerator)

You could also say that the recycled tyres are "reprocessed" or "taken to a (re)processor"

Burning must take place at an incinerator or, in a form of recycling, to produce energy at other plants though it may not be fully environmentally safe

This is a possible answer depending on whether or not you have more information about the site. Please see the European definition below of a controlled landfill.

This is the usual English term. The fact that "contrôlée" is not generally translated as "approved" doesn't matter in this case.
