I think the site itself is not as important as the fact that these tyres (US tires) are to be either recycled or incinerated (which would most likely involve two separate sites...a recycling facility and an incinerator)

You could also say that the recycled tyres are "reprocessed" or "taken to a (re)processor"
Burning must take place at an incinerator or, in a form of recycling, to produce energy at other plants though it may not be fully environmentally safe

This is the usual English term. The fact that "contrôlée" is not generally translated as "approved" doesn't matter in this case.
