"tesouraria" in this context means a part of the banking process, one of the features of which is the bank checking the customer's identity, in either an automated way (such as inputting a PIN at an ATM) or by an employee manually checking ID; it is not clear from the context which it is. Does anybody know how to translate it in this context?

caixa/atm/tesouraria The treasury department does a bit more than cash-flow. Plus, the context is "caixa/atm/tesouraria", therefore cash-flow/atm/treasury department operations. It's clearly separating the movement of the money in the customer area of the company (cash), in the external customer services (atm) and internal control (treasury).

Operações Since "tesouraria" here refers to operations and activities related to the department and not to the department itself, perhaps all you should do is to add "operations" to it.

cash-flow

The segregation of duties is performed at a manual/semi-automated level in branches or regional centers that close the daily treasury activities of bank branches. There are dozens of interpretations for "tesouraria", but given the context, I'm almost sure it's related to the transactions within the cash-flow.

agree Donna Sandin : it always refers to "cash" - IMF glossary for its freelancers has many entries, such as "cash management" "cash margin" "cash flow" involving the word tesouraria
