"Kapitalinvestitionen" and "Kapitalanlagen" are often used interchangeably in German. On the other hand, the U.K. government website talks about a distinction between capital and resource spending. (See item 5 at link below) If that's what this is about, the source term "Kapitalanlagen" is wrong.
