This sentence below is under "El enfoque reglamentario":

"A través del establecimiento del acuerdo sobre medidas sanitarias y fitosanitarias tanto el enfoque reglamentario como los roles de los operadores y autoridades han variado."

And the last part "han variado" sounds strange to me. Here goes my try:

"By setting forth an agreement on sanitary and phytosanitary measures, both the regulatory approach and the roles of operators and authorities have varied."
