HERE the "clearing" in done at the end of the trading period (a day?).
The "Concessionaire" starts trading (i.e. retail selling and buying foreign currencies to and from individuals) with one mix of foreign currencies and closes with another mix. What is here called "clearing" is to account for the final result of all these variations and close the accounts for the day of trading (the same way a "clearing house" deals only with the consolidated results of all the trades passing through it).
Makes perfect sense to me - doesn't matter how much Euros or Dollars or Pounds went in an out during the day, only the final balance is taken into account and charged at wholesale rates of exchange by the company "loaning" the foreign currencies to the "Concessionaire".

slightly odd term to use for foreign currency because clearing is usually turning the promise of payment (cheque etc) into money movement from one bank to another. Currency exchange is over the counter it has a real value and there is no clearing process (so long as it's not counterfeit)

To clear here is not the usual banking term I think but rather clear as in get rid of, clear out etc

Concessionaire Model
This business model is primarily used by other retailers at airports so they can accept foreign currency for payments
of goods and services. Travelex provides the ability for our partners to clear foreign currency to Travelex at
wholesale rates
, including value carriage and even banking and cash management solutions. Our business partners
under this model include global duty free companies (Nuance Watson, DFS) and other retailers such as book
shops, restaurants, electronic retailers.

All these foreign currencies are basically "loaned" to the Concessionaire, so at the end of the trading period (the day or the week?) whatever is in the till is given back and accounted for at wholesale rates.
