I would translate it this way. Ordinary commercial (clearing/highstreet)Banks tend to have customers, while investment and merchant banks have "clients" especially if the clients are companies (corporate clients).

as a result, the interest due to the clients has been halved. Those that the clients paid doubled-the figures showed that these were double what they should have been, whereas those due to the clients were half the amount they should have been. That is how I understand it
