If the source doesn't state that the "議場" was an AGM, shareholders' meeting, meeting of the board of directors, or conference of major shareholders I would stick with "meeting", "conference", or "discussions". Also I prefer to avoid "approval or disapproval" "something or not" in cases where the likes of "賛否" are used as this is a less common form in English. Therefore I would go with "and after discussions regarding the approval (of the transfer of shares)", or "and a meeting/conference deliberating on the possible/potential approval (of the transfer of shares)
