Don't know why Gudrun and Andreas chose to include "Panikmache"? I think you cannot simply translate it by "stirring panic". At least in German, it's used in a broader context.
Just in my opinion, "Angstmacherei" as in "Angst machen" is a pretty weak statement - as we would say in German "das lockt keinen mehr hinterm Ofen hervor". "Angst schüren" may be a good compromise, but then you have the problem of noun+verb, which would force you to restructure the sentence. "Ewiggestrige" could be a good match for "Luddite" then:
Dass Wissenschaftler, ... nun die Motive der Biotech-Industrie hinterfragen, ist ganz allein dem Versagen der Gentechnik anzulasten, nicht irgendwelchen Versuchen Ewiggestriger, die Angst um die Einführung neuer Technologien zu schüren, schreibt...

Mongering is dealing in, selling or promoting. Promoting panic would very probably be unlawful = insurrection (a violent uprising against an authority or government).
I doubt very much that the "scientists, academics, policymakers, governments and regular people" have been provoked to act hysterically or irrationally in questioning bio tech industry - although, perhaps, they should :-)
