: a builder is someone who builds buildings for a living and there is no such word as constructor in common usage. It may exist in the dictionary but as I said it is not commonly used & looks weird to a native english speaker.

Justinian did not build Hagia Sophia, it was commissioned by him so the correct term is "founder" or "the person who comissioned xxx" but you can't say comissioner or builder in this text.
