Generally, unless a private prosecution, private citizens in E&W as opposed to the police vs. Canada cannot 'lay an information' before a magistrate or JP = Justice of the Peace or seek out the punishment, length of sentence or even recommend a fixed penalty. The latter is the job of the magistrate (Scots: sheriff).
But there is no reason why the terminology cannot be used as a 'fuzzy match' for the Italian process.
