Мне кажется, речь идет об инструкции по подготовке определенного рабочего участка на производстве.

Есть там варианты и по "manufacturing centre" (промышленный центр, центр производственной деятельности и пр.)

Однако, по поводу "Centers" - не переводил бы дословно как "центры", лучше как "участки", поскольку "производственный участок" у всех на слуху, а центр мне кажется более полноценной, крупной
и функциональной единицей, нежели определенный производственный участок в его составе. В данном случае, мне кажется, речь именно о небольших рабочих участках.

ISO 13485 - стандарт по управлению качеством производства мед. изделий. Вроде бы в данном случае речь об оборудовании по производству и упаковке. Возможно в начале производственной цепочки есть процесс экстрагирования из сырья.

Summary
The overall manufacturing process (requirements to manufacture, assemble, test and package components, instruments and devices) is described in the Process Specifications.
The manufacturing processes are designed and validated to deliver products that meet the requirements of Design and Material Specifications (section B.8).
The validation process includes a Performance Qualification (PQ) and the purpose of this step is to assure that the manufacturing processes are capable of producing the respective product codes.
The process requirements are specific to the site of manufacture of the product.
Each manufacturing site validates the process and equipment to meet the Design and Material Specifications (section B.8).
