It's the translation of a training about Harassment and Discrimination.

I think it would work better in Spanish if you change the structure slightly: "La política se basa en la comprensión de algunas de las características..."

fundamento de la política pública
In Spanish "policy" has to be translated as "política pública" in order to distinguish it from "política" which means "politics". While in English there are three words to express different aspects of the political system (politics, policy and polity) in Spanish those three words does not exist and they are all inside the concept of "política" therefore it's almost obliged to use "política pública" when speaking of policy if there's not much context that makes clear that we are speaking of policy and not politics and this seems to be the case. Also, bedrock is clearly fundamento.
