The singular/plural mix of this is throwing me. I can't work out whether they are referring to people or a situation (e.g. something like 'what a cock-up')

Elisabeth's answer is correct, this is just a usage note on the seemingly incongruous combination of singular and plural.

The 'wat een + [meervoud]' is quite a common idiom and can sometimes be translated - as in this case - as 'what a bunch of [jerks]', etc. However, the construction is not only used for expressing derision, but also praise, e.g. 'wat een mooie foto's'.

the word 'klootzakken' is definitely used for people, a..holes, pr..ks

if it were a situation, it would just be 'kloten'(situatie)

I would say it is referring to people, and would put "what *ssholes then/in that case" (they won't let me submit the answer without substituting the a by a *, but you know the word I mean!
