Personnel trends
This is from a summary of the workforce trends (new appointments, drop-out rate, number of redundancies and retirements, etc.) in a global corporate group:
"Les effectifs vendus représentent XXX personnes au niveau du Groupe, dont XX en Europe."
Does this refer to specific arrangements whereby companies "sell" their personnel to others?

We could probably find the answer if we knew which company it was, but I guess you're not going to tell us that :-)
I think your suggested explanation is a strong possibility, but I'd ask the customer.
