Me parece el encabezado de una noticia en el periódico. Luego las redactan de tal manera que se puedan imprimir o quepan en la columna que se le dedica. Podría decir: La designación de Da silva, se dijo que el Gobierno de la República Bolivariana de Venezuela ha acordado la proposición(el nombramiento).

Mr. Da Silva, who is to take up his appointment shortly, succeeds Dr. Odeen Ishmael, CCH, who was also recently appointed as Guyana’s Ambassador to Kuwait.

High Commissioner Nawbatt, a former, Housing Minister moves to Canada from his last posting as Guyana’s Ambassador to Brazil. He succeeds the former High Commissioner Rajnarine Singh.
