I'm translating a strategy paper for a research centre. I'm unsure of how to translate the term "Mitgestaltungsansprüche" in the following context:
"Der Komplexität von Entscheidungsprozessen und der zunehmenden Internationalisierung wird durch Analysen der Ursachenzusammenhänge, Akteurskonstellationen, soziokulturellen Rahmenbedingungen, Regelungsprogramme und Mitgestaltungsansprüche Rechnung getragen."
The paragraph is discussing instruments and recommendations for implementing climate change models.

An Anspruch is not really a right.
The above would make sense to me in this context, though, (and would probably also work without "share'). Compare with quote below:
"Still, we shudder at the thought of what goes on in Stephen Harper’s PMO, where citizens and stakeholder groups with legitimate claims to shaping policy are divided into friends and enemies."

consultation/co-determination rights
It's hard to know exactly what the writer is referring to - it's a very waffly sentence. But this is the general idea - an entitlement to be part of the policy-shaping process.
