This is a 911 call in Spanish. A person is reporting that a robbery.
Operator 1: Okay. ¿Qué le dijo él a ella?
Mr. A: Que quería el dinero y mi esposa le dijo que no tenía, entonces le dijo que, que chispeara y ya cuando chispeó le dio lo que, lo que ella tenía.
Operator 1: Okay señor. ¿No sabe qué color de ropa?
Any ideas? I don't know the origin of the speaker.

I am only putting a low confidence level on this verb seems to have different meanings in different countries. In Argentina it means to notice/see/observe but I think to anger makes more sense here.
A lo sumo se dice de alguien que está muy enfadado: está que echa chispas.
