The word sounds very strange in this context....

Qualifying or disqualifying? In evaluation processes, we usually refer to qualifying exams. For the sake of comparison, teams play qualifying matches to qualify for the Olympics. Apparently the author is try to say that no question is automatically qualifying or disqualifying because the final result will only be released after a second exam. The first may be written and the second oral, for example.
