disagree Michael Ellis : Disagree. Descension is a technical term used in Astronomy, Celstial Navigation, Astrology etc. I am trying t o find a better answer.

The context here refers to suitable holes in the floors for the drains from bathrooms, sinks, etc. (or possibly garbage chutes). "Drain penetration points" would fit context, but "downcomer points" is a generic term which would cover other services when required.
"Service holes" is an alternative - see ref 2.

I agree "downpipe holes" is probably the best translation here.
The problem with this Proz term system is to find a translation which will fit another use in another context.
Example sentence:

Appropriate number of downcomer points for drainage.

Note from asker:
So far I resorted to using "down pipe holes" as that would quite aptly describe the concept for a plumbing scenario, but perhaps "service holes" could work allow for other services as well. This is what the client said: "where the drain pipes can go through the structural floor. The opposite of risers..."
