According to the Oxford English Dictionary, the word pilcrow "apparently" originated in English from an unattested version of the French pelagraphe, a corruption of paragraph; the earliest reference is c. 1440.

Eu ficaria com o segundo sentido do vocábulo no link que o Matheus postou, o da rubrica Linguística, a saber:

"(Linguistics) Denoting a form or usage or pronunciation of a word for which there is no evidence: logically possible but unattested word-formation"

Pois me parecem que se referem à forma de um vocábulo que não é observada nos registros linguísticos.
