The purpose of this type of exterior finish is to provide a look that looks like tile or stone (if you don't look too closely), but in which the tile or stone is very thin, which keeps down both the cost & the weight. Whichever is used, tile or stone, makes no contribution to the structural strength of the panel. I agree with Helena that most likely the total thickness of the panel is set, & the relative thicknesses of the finish & the honeycomb panel are adjusted to make the total thickness come out right.

Kevin, where later in the text they mention "tolerancia espesor", do they give numeric values with units? That would resolve the thickness vs. density issue right away.

Ceramics have a more or less fixed thickness (from the factory) whereas stone can be cut to practically any reasonable thickness.

OK, I'll check with client. Just thinking, though... If the "minimum thickness" referred to the panel, would the Spanish not be "panel de mínimo espesor con acabado exterior de cerámica o piedra"?

I would ask the client to be on the safer side. In my view, "espesor mínimo" can refer to two things here, either "panel" or "acabado exterior". I think, "acabado", as Helena suggested, is also possible. I see no reason to discard this second option.

No , Toni said it referred to "panel", not ceramica or piedra. You need to consult the client, as neither the word order nor the meaning are clear.

And toleráncia espesor would still not suggest density over thickness.

Thanks! So I'll go for the first option "minimum-density stone or ceramic outer finish". @Matt, am also doubting the thickness/density choice. I know "densidad" exists, but "espesor" is translated as both. For this specific sentence there's no more information, but later in the text they mention "tolerancia espesor"

I believe "espesor mínimo" refers to "panel", the word order is just confusing. Confirmation from client is advisable, though. If I am right, "minimum thickness" would be accurate.

I think more information is required. I would not necessarily translate "espesor" as density. It could be thickness, and it may not apply to the "ceramica" or "piedra", but to the "acabado".
