I would agree if the terms in question were being used *with the respondents*. But I think it highly unlikely that such is the case, and it instead seems to me that the most probable scenario is that these labels are being used exclusively by and for the persons involved in conducting the survey and interpreting its results.

I personally feel that neither "non-discriminating" nor "unconcerned" are ideal choices for a questionnaire (if they are indeed to be used in a questionnaire) because both words could lead to misinterpretation due to ambiguity. I believe some respondents may think of "discriminatory" when they see "discriminating", and of "worried" when they see "concerned".

In another context, indifferent would be fine, however, in this case you possibly need either "concerned" or "discriminating" as the opposite "unconcerned" or "undiscriminating", or varying degrees, as per my references, i.e. very concerned, somewhat concerned, etc.

"Indifferent" to me would imply that the persons in question are so completely unconcerned with their shopping choices that they would just as soon purchase Cheez Whiz, Doritos, and a bottle of Coke for their supper as a salad with organic vegetables, cage-free chicken breast, and fresh-squeezed orange juice. Because I don't think that level of unconcern is being implied here as regards the group of shoppers characterized as "despreocupados," I don't think that "indifferent" really works here.
