Para efectos de! impuesto, se consideran terrenos urbanos baldíos los predios localizados en suelo urbano o de expansión urbana, con dotación de agua potable, alcantarillado sanitario y energía eléctrica, cuya edificación sea menor al 10% de la superficie del predio o en los que no exista construcción alguna, calificados como tales por el Municipio respectivo o la Superintendencia de Ordenamiento Territorial, Uso y Gestión de Suelo.
Una vez que las transferencias de los bienes antedichos ya no se sometan a las disposiciones antes señaladas, o en el caso de los bienes que hayan sido adquiridos con posterioridad a la publicación de la Ley reformatoria a que se refiere el inciso primero, serán aplicables las disposiciones de la Sección agregada a continuación de la Décimo Primera, 1Impuesto a las Utilidades en la Transferencia de Predios Urbanos y Plusvalía de los Mismos ”, de esta Ley.

So, I think the literal translation does the job. I doubt you'll find any exact equivalent to "Utilidades en la Transferencia de Predios Urbanos y Plusvalía de los Mismos".. which is a bit of a mouthful. (I'm currently working onLatAm billing systems and it's another lexical swamp/minefield).

NB: Despite definition 2 in James' explanation, I think the mention of "dotación de agua potable, alcantarillado sanitario y energía eléctrica" in the source text makes it likely that we are talking about these utilities and not 'profits' (IMHO a rather quirky way to express it, but then again I'm used to European Spanish).
