It is hard to tell from the description. Please correct me if I am wrong, but it seems that this is a list of services a company offers. As I used to work in the card-based payment business, I would select carrier or card carrier. In the card manufacturing process, the cards were personalized and then affixed to the card carrier

Card Fulfilment Services
Rounding off the offering is our fulfilment services which delivers the cards to their end users. Accompanied by relevant, personalized messages, it takes care of the little final details. The project is completed with:
Procurement of card carrier, envelope, stationery etc.
Card carrier personalization, card affixing to card carrier, insertion into correctly addressed envelopes
Handover of ready packets to the bank’s or customer’s designated courier or postal service.
It is hard to tell from the description. Please correct me if I am wrong, but it seems that this is a list of services a company offers.
