En la jerga de todas formas se usa bastante el término "flaps" y "flapeo" (por flapping). Se refiere a cuando el módem se desconecta y reconecta. Si esto sucede con alta frecuencia, es un problema a corregir.
En definitiva, si bien se usa "flapeo", creo que lo correcto para "flaps/retrains" sería "desconexiones/reconexiones".
