Şu cümlede geçiyor:

Now, that the “what” has been agreed upon by everybody, we need to shift the focus on the “how” and to develop new ways of working through inclusive partnerships, horizontal and cross cutting cooperation.

"cross cutting issue" dendiğinde genelde "ortak ilgi alanı" veya "kesişen mesele" gibi çevrilir. Bunda ise anlam açık olsa da Türkçe karşılık açısından yardıma ihtiyacım var.
