Besides the above, the testing personnel and drafter have the responsibility and authority to revise the regulation at aniy time as needed.

Is at any time really needed?

Please advice.

Yes, it is needed

It means that they can revise the regulation immediately when it becomes, or is determined to be, necessary. They don't have to wait until a specific time to do it (an annual review, for example).

What is needed is not time, but the necessity to revise the regulation in any time whatsoever.
