Yes, it is needed
It means that they can revise the regulation immediately when it becomes, or is determined to be, necessary. They don't have to wait until a specific time to do it (an annual review, for example).

: "As needed" is somewhat weaker than "when there is a necessity" and doesn't qualify "at any time" as strongly as your suggestion does.
