bu cümlede "üzerlerine atılı suç" ve "yeterli şüphe oluştuğundan" ibarelerini nasıl çevirebilirim?

neutral T Dilmac : Reasonable doubt. It is widely used in inquiry and investigation reports. The asker is asking a question concerning before a trial, NOT after a trial at the decision phase. It should be "Reasonable doubt".

sufficient grounds

While "sufficient suspicion" would be the literal translation, I think that "sufficient grounds" ....to bring someone to a trial is more widely used and sounds more natural in English...to me

The following document, referring to Turkish penal law, appears to me to have been written in correct legal English:

and it includes the following translation of Paragraph 2 of Article 170 of the Code of Criminal Procedure:

Article 170
(2) If the evidence collected at the end of the investigation phase creates sufficient suspicion that a crime has been committed; then the public prosecutor shall prepare an indictment.

The original paragraph reads:

Madde 170 –
(2) Soruşturma evresi sonunda toplanan deliller, suçun işlendiği hususunda yeterli şüphe oluşturuyorsa; Cumhuriyet savcısı, bir iddianame düzenler.
