reading the entire sentence I think the best rendition should be
the existing policy (老办法不是old办法，而是“原有的，也就是存在的办法）should apply to the existing staff （老人就是现有的职工）

There is no evidence in the Chinese that this is really official; it just refers to the old way of doing things. This is why I have used "traditional method"; in register, it is much closer to the original Chinese.
