From a parliamentary inquiry into graft. A minister is being asked why certain companies which had been awarded public tenders had not been scrutinised. He explains that this was not obligatory in the case of private companies or when the material being tendered is for defence and security purposes. In this case, both circumstances were given: the companies were private and the material was for defence and security.

Mas, neste caso, aparentemente não teria sido necessário tendo em conta a natureza das empresas. Se for reparar de que era para a emergência e segurança, tudo isso aplica-se na altura do decreto.

Note that in the sentence prior you already have "taking into account the nature of the companies" which would be the obvious translation for "tendo em conta a natureza das empresas"....I've learned early on in my college English writing courses to avoid repetition as much as possible, hence my "take notice" for "reparar" which comes right afterwards.
