I'm very familiar with the term "lucro cesante" and have seen the many glossary entries for it, but the use of "generar" here is really confusing me. I've been going round in circles with it, and no matter what way I word it in English, it doesn't seem to make sense.

Context:

"Actualmente no se produce carne de pollo en Cuba: la producción fue suspendida hace 15 años aproximadamente ante la inviabilidad de producir carne de ave a precios acordes a las condiciones de mercado internacional. Como consecuencia, la carne de pollo se importa hoy del extranjero, principalmente de EEUU, Canadá y América del Sur (de acuerdo con un estudio realizado en Cuba, en 2010 se importaron 200.000 toneladas de carne de pollo y los denominados productos relacionados).

Con el fin de disminuir la salida de divisas y de generar desde el país el lucro cesante, está previsto el desarrollo gradual de un sistema de producción propio en Cuba. Este proyecto sustituirá la importación destinada preferentemente al turismo y a los comercios en los que el pago se efectúa con moneda extranjera. Asimismo, la producción nacional permitirá vender carne fresca, puesto que la carne importada únicamente puede adquirirse como mercancía congelada."

The more I read the fragment, the less I understand it! How can you generate a loss of profit or income?

In this case, I think I would translate the phrase in a way that made sense to me and tell the client how I had interpreted it.

'In order to reduce the amount of foreign currency that goes abroad and to recover loss of profit'

'In order to reduce the amount of foreign currency that goes abroad and to generate profits inside the country'.

But I'm afriad I really don't know what is being expressed.
