Dear Mohammad Ghaffari,
The exact meaning of word سرپرست is acting. I am 100% sure in your translation, it is meant acting head of private higher education institutions. Head only means ریس which does not convey the exact meaning and in-charge means مسوول which is also not needed in this text.
After resigning Mr Ahmad, it was difficult to find a suitable person for the position and the post was covered by his deputy as acting head of private higher education institutions.
