夜资（征收）； 或 “夜税” According to Shirley's reference, the word "tarif" certainly has something to do with "expense" or "fee."
The reason why I suggested "夜充" is because of the metaphoric implication in the sculpture. The sensual part of the image is wrought like an electric cable winding up and sending the biologic force to "charge" the square ceiling light which, according to the commentary in Pkchan's link, is symbolic of the conceptual construct. Metaphorically speaking, however the night is to be illuminated in a sensical way, it consumes human biological energy.
If it is allowed to copyedit the tile instead of translating it, in a way, "充" is relevant to "charge" in the more contemporary sense when it is used in "充值."
However, this is just my personal feeling and interpretation. I'm sure there are better suggestions out there.

The original name appears to be in Russian. I found another name called Nochnoy tarif (Night Charge), which has been translated as "Night Rate" in another website. You'd better ask someone in the Russian forum. It seems that the word "Charge" here has something to do with the notion of "expense" or "fee".
