Thank you, Slobodan ! Yes, I am meanwhile convinced that it must be the term wanted. I found it confirmed in several dictionaries, such as e.g. Langenscheid etc.

am sorry, but fail to see your point. What have protocols (record, or minutes) to do with ballot sheets? the latter is just one page of a formular the voters have to fill in. They can be empty(unused), valid or invalid.Every dictionary says that voter
