Context: an artists' manifesto contesting current views of contemporary decorative arts.

"Les attaques contre l’art moderne, c’est-à-dire l’art le plus représentatif du temps et le plus conditionné par l’époque, se font de plus en plus vives. (...) Il ne s’agit pas seulement aujourd’hui de se contenter de compter les points qui sont à l’actif de l’avant-garde et du traditionalisme dans une phase critique de l’éternel balancement action-réaction, mais de résoudre toute une série de problèmes artistiques étroitement liés et que viennent compliquer des faits sociaux, techniques, psychologiques et économiques entièrement nouveaux."

I'm a bit stuck on the phrase "l’éternel balancement action-réaction" here - I feel like I'm maybe missing some broader context... Could it simply be referring to the back-and-forth relation between the production of art and its reception by the public, often swaying from disapproval to acceptance over time? Do you have any other ideas as to what this could mean?

action-réaction I read this simply as the artists creating works (action) and the audience reacting (negatively), often as reactionaries.

The use of "counting the points" and later "back-and-forth", makes me think of a tennis match between avant-gardism and traditionalism. The use of "eternal" references Newton's third law of motion which determines every action has an equal reaction, which is why I think instead of "eternal" you could use "ever-present" or "endless". I think the sentence means that the current artistic debate is focused on these superficial attacks between the different movements (or the two mentioned here), when it should instead be focusing on deeper problems.
