: I think I'd go with your second option. It evokes a certain image, and could easily be combined with 'recognition at' [different/various flag-raising ceremonies].

Discussion
In Colombia, "izada de bandera" is a very familiar event, far more complex than just raising a flag, and conveying its full meaning may require too much text yet be unnecessary.
