I think "regulation" may cover some of it, but the word "regulations", to me, is more about rules and procedures, and that's not what the text is about. I remember in the army the issue of תקינה is constantly discussed, particularly in terms of how many soldier or officer positions would be authorized for a particular unit... |

Thanks! As for your comment, the commonly accepted and updated Hebrew term for "כוח אדם" is "משאבי אנוש". And the aspects you mention are, precisely, the "Regulations"
