Proxy exemption
Candidates can claim exemption from the Reading mode at Level 1 and Level 2 of the Certificate in ESOL Skills for Life when able to provide proof of having achieved a pass in the National Test in Adult Literacy. A pass in the National Test in Adult Literacy at Level 1 will exempt candidates from the Reading mode at Level 1 in the Certificate in ESOL Skills for Life.
the proxy exemption must be evidenced by a certificate or results slip from the issuing awarding body. The original document must
be seen by an internal verifier; a copy of this should then be taken, signed, and placed in the front of the candidate’s portfolio.

This page provides information on proxy qualifications, including a list of what qualifications can be used as proxy qualifications.

What are proxy qualifications?
Proxy qualifications are qualifications that assess the same knowledge and skills as aspects of the key skill. Because of this overlap, candidates can claim exemption from all or part of a key skills assessment. If a candidate can show evidence of completing the proxy qualification and complete the other relevant key skills assessment requirements, they can be awarded the key skill qualification.

Which qualifications are proxy qualifications?
Only qualifications that appear on the Proxy exemptions for key skills – qualifications list can guarantee that the candidate is being assessed in the appropriate skills and knowledge. This list used to be reviewed periodically, however a decision was made in 2006 that no further qualifications could be added. Only qualifications that can be quality controlled by the regulators for England (Ofqual), Wales (DCELLS) and Northern Ireland (CCEA) are included on the list. Qualifications from other countries, or that don’t appear on this list, aren't agreed proxy qualifications and can't be used as such.

To be a key skills proxy, a qualification must:

be accredited into the National Qualifications Framework
normally be at the same level as the key skill qualification for which it's a proxy for (although some higher level qualifications can be used as proxies)
assess the same application of knowledge and skills as the key skill qualification assessment that it is acting as proxy for
use the same mode of assessment as the key skills assessment.

Proxy Exemption for Key Skills

This is the achievement of an actual Key Skills qualification without having to complete all of the associated assessment components. Proxy qualifications are qualifications that assess the same knowledge and skills as aspects of the Key Skill. As a result of this overlap, learners can claim exemption from all or part of a Key Skills qualification assessment. If a learner can show evidence of completing the proxy qualification and then also complete the other relevant Key Skills qualification assessment requirements, they can be awarded the Key Skills qualification.

The most common proxy exemptions are for the test component of a Key Skill with the requirement for achievement of a portfolio still being required. For example, the Adult Literacy Level 2 qualification only provided exemption for the test component of the L1 or L2 Communication Key Skill and a portfolio must still be achieved. Evidence of achievement of both the qualification (acting as a proxy exemption for the test) and the portfolio component was required to be submitted to an Awarding Organisation before they would issue a full Key Skill certificate. Awarding Organisations were responsible for granting proxy exemption since they relate to qualification achievement. The Qualifications and Curriculum Development Agency (QCDA) set out the regulatory position on proxy exemption.

Proxy exemption applies to Key Skills qualifications in Communication, Application of Number and ICT, regardless of Awarding Organisation or delivery context, although the administrative procedures for checking and claiming could vary.
