There is some evidence for the use of this metaphor in English, although it doesn't seem to be as widely used as in French. If you want to retain that imagery, then I would suggest city planning, a term discussed in this article about enterprise architecture – https://www.zdnet.com/article/enterprise-architecture-or-cit... – and used by enterprise architecture firm Mega – https://www.mega.com/en/training/hopex-it-architecture.

Otherwise, I would suggest something along the lines of information systems planning. Take a look at the reference I posted below and see if you think a more generic term like that might fit the bill.

Based on Ed Ashley's reference, and a peak in the references given in the article, I could not find anything in English directly, but it did take me to the English wiki pages, and in the references there, I found "data architecture"
Subsequent searches suggest that there is no corresponding English expression with "urban" etc. but the term is probably "data architecture"
