Contractual relevance

I'm not aware of any standard English translation for this term. 'Contractual relevance' would seem to fit conceptually and sounds quite good!
Note from asker:
Thank you very much, Catherine, I really appreciate it.
Peer comment(s):

agree David Moore (X) : To me, "relevance to the contract" sounds good too

contract-specifc nature

I would phrase it like this. You could also say order-specific nature, not sure what fits your context best. Basically that it relates to a specific contract/order.

Thank you very much, Daniel!

adherence to contractual requirements

"Principles of adherence to contractual requirements?"

This cannot be translated like a stand-alone expression without considering the context. The scenario that seems most likely to be relevant here is that "Zuschlagskriterien auftragsbezogen seien" - award criteria are tied to contractual requirements (ability to meet contractual requirements) https://books.google.com/books?id=StUPsi7_FwcC&pg=PA283&lpg=...

Compare with this:
"Under current policy, government contracts are awarded based on an analysis of price, past performance, and the ability to meet the contract’s specific requirements." https://www.mintz.com/insights-center/viewpoints/2226/2010-0...
Note from asker:
Thank you, this is excellent.

Reference:

Schramm/Aicher/Fruhmann

This reference in the question leads us to the Austrian public procurement legislation (the 2006 Act)

The Auftrag is likely to be a contract which is being offered for tender.

The provisions of the legislation deal with the evidence that bidders/tenderers can be asked to provide.
Peer comments on this reference comment:

agree Björn Vrooman : Yes, I came to the same conclusion: It's about an RFB or the like. It's context the asker should have provided.
